In his opinion, there are objective reasons for a difference in tariffs for housing and utilities services in different regions. “But people should pay for the quality services they actually use, not made-up bills that hide ineffective management, monopolistic position, unwillingness to invest in infrastructure development and often banal theft,” Putin said at an inter-regional conference of the ruling United Russia party in Cherepovets on Monday, September 5.
